Which Garmin watches have topo maps? The list, and why the Instinct is not on it
Every Garmin navigates. Only some of them show a map. Here is the list from Garmin's own documents, what 'preloaded' means, how much storage each carries, and the cheapest Garmin that puts contour lines on your wrist.

Why the Instinct is not on it
The Instinct's monochrome memory-in-pixel display and its price are what give it a battery Garmin rates unlimited with solar. A map needs a higher-resolution screen and more memory, and those cost battery and money. Garmin's Instinct 3 manual does have a Map section, but it is the breadcrumb view of your own track and saved points, not a topographic base map. If you have been told an Instinct "has maps," that is what was meant. The trade is argued in full on Instinct 3 vs fenix 8.
Preloaded vs downloaded
"Preloaded" means the TopoActive map for your region ships on the watch. Garmin's fenix 8 release preloads maps on sapphire versions and says others must download them; the Enduro 3, fenix 7 Pro and fenix 9 Pro are preloaded. In practice a download is a one-time task over Wi-Fi, so the distinction matters less than it sounds; what matters is whether the watch can hold the map at all, and every model on the list can.
Storage
Garmin's fenix 9 release states 64 GB, described as double the map storage capacity of the fenix 8. That matters if you load several regions or a lot of music alongside the map; for one country and a route library, the fenix 8 generation is ample. Garmin does not state storage in the other releases we cite, so we do not.

Does the Garmin Instinct have topo maps?
No. The Instinct line navigates by breadcrumb trail, waypoints and TracBack. Its Map screen shows your own track, not a topographic base map.
Which is the cheapest Garmin with maps?
Among current models with solar and a flashlight, the fenix 7 Pro Solar; its 2023 release lists preloaded TopoActive maps and it is still sold beside the fenix 8 and 9.
Do Garmin topo maps work offline?
Yes. TopoActive maps are stored on the watch; no phone or signal is needed to view them.
